The Public Works Director shall have the immediate control and management of all things pertaining to the waterworks system. He or she shall perform all acts that may be necessary for the prudent, efficient and economical management and protection of the waterworks, subject to the approval and confirmation of the Board of Trustees. The Board of Trustees shall have the power to prescribe such other and further rates, rules and regulations, as it may deem necessary.
