Sec. 13-1-40. Purpose.

The purpose of this Chapter is to provide for the orderly financing, control, construction, management and operation of the water supply and distribution system, the sanitary sewer collection and treatment system and the drainage collection and transmission and detention systems of the City, including additions, extensions and connections thereto.
