Sec. 7-7-300.   Running at large prohibited.
   It shall be unlawful for any owner, possessor or keeper of any dog in the City to permit the same to run at large within the City. A dog shall be deemed to be running at large when off or away from the premises of the owner, possessor or keeper thereof and not under the immediate control of such owner, possessor or keeper or the agent, servant or member of the immediate family of the owner, possessor or keeper. The term immediate control means that the dog is either on a leash, cord or chain not more than ten (10) feet in length or under the immediate voice control of the owner. Voice control means that the dog is within sight of the person having control, is less than one hundred (100) feet distant from the person having control, and is at all times under actual voice control (as opposed to presumed or constructive control), as needed, regardless of the circumstances.
