The City Manager shall have charge and supervision of the garbage, rubbish, waste material and ashes collection system. He or she is empowered to employ and direct all assistants, laborers, agents, contractors and employees. He or she shall enforce the terms of this Article and the various rules and regulations promulgated hereunder from time to time. The City Manager shall be accountable to the Mayor and Board of Trustees in all matters pertaining to the exercise of his or her powers and duties.
