Sec. 7-4-20.   Contract.
   The Board of Trustees may enter into an exclusive contract or agreement with any person for the collection and disposal of ashes, trash and garbage, or any portion thereof, through the City; or it may, at its discretion, make provision for the collection and disposal of ashes, trash and garbage.
