Sec. 5-2-90.   Extension of system.
   The Cooperative will, from time to time during the term of this franchise, make such enlargements and extensions of its distribution system as the business of the Cooperative and the growth of the City justify, in accordance with rules and regulations prescribed by the Board of Directors of the Cooperative.
