The Public Works Department, in consultation with the City Manager and the Public Works Director, shall develop standards, regulations and specifications governing access, utilization and restoration of all streets, alleys and rights-of-way within the corporate limits of the City, which standards, regulations and specifications shall not constitute a barrier to the use and excavation of City facilities, but shall preserve the integrity of the facilities at the least possible cost to City taxpayers.
