Sec. 5-1-150.   Additions, reductions and changes of programming.
   The Company shall not delete or so limit as to effectively delete any broad category of programming. The Company shall consult at least once a year and cooperate with the City in developing and implementing a policy for the ascertainment of programming to respond to the needs and satisfaction of its customers.
