Any person violating any provisions or failing to comply with the mandatory requirements of this Article shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished in accordance with the provisions of Section 1-4-20 of this Code. Nothing contained in this Section shall be deemed to preempt the right of the State, in the alternative, to prosecute such violators under the provisions of Article 26 of Title 39, C.R.S.
