Public notice of the date, time and place of the public hearing shall be given in the manner provided by ordinance or statute. In the absence of provisions specifically delineating the manner in which public notice is to be given, notice of the date, time, place and purpose of the hearing to be held shall be published once in that newspaper designated by the Board of Trustees, not less than fifteen (15) days prior to the date of said hearing.
