Sec. 2-7-80.   Administrative hearings.
   All other hearings before the Board of Trustees or any City commission or official shall be deemed to be administrative hearings, the purpose of which is to obtain information to enable the Board of Trustees to determine legislative policy, or to enable the Board of Trustees or City commission or official to make recommendations to the Board of Trustees on pending legislation. Such hearings shall be conducted in compliance with the provisions of Sections 2-7-90 through 2-7-130 below and in such a manner so as to enable any person desiring to be heard a reasonable opportunity for the presentation of his or her views.
