Sec. 2-4-20.   Creation of Municipal Court.
   (a)   A qualified Municipal Court of record in and for the City is hereby created and established pursuant to and governed by the provisions of state law.
   (b)   A verbatim record of the proceedings and evidence at trial shall be kept by electronic device. In addition, the clerk shall keep a record of all cases tried or determined by the Court.
