The Mayor shall not vote upon any question except in the case of a tie vote, when he or she shall be allowed to cast one (1) vote. All ordinances, resolutions or orders for the appropriation of money, resolutions or orders to enter into contracts, and appointments of officers shall require for passage or adoption the concurrence of a majority of all members elected to the Board of Trustees. In all other matters, a majority of the votes cast is sufficient for passage except in cases of special emergency for the preservation of the public peace, health and safety, and then only by the affirmative vote of three-fourths (¾) of the Trustees.
