13.16.060 Waste, irrigation water.
   No person owning, occupying or having control of lands adjoining any portion of the storm drain system of the city shall cause or permit waste or irrigation water to flow into such storm drains or upon the right-of-way of the same, except through catch basins provided for such purpose as specified in this chapter.
