No person shall deposit in any ditch, drain or waterway within the city any brush, rubbish, weeds or other material that may hinder, stop or divert water flowing in the ditch, drain or waterway or place on or near the top of the ditch, drain or waterway any brush, rubbish, weeds or other matter without first obtaining from the Council permission in writing.
