The Mayor shall have the power to direct any Municipal department, division, agency, or office to perform work for any other department, division, agency, or office. Where any specific administrative official is directed by this Code to act, it is expressly understood that the Mayor, as executive and administrative head of the Municipal government, has appointed that person to the administrative position and that any act taken is subject to the Mayor's delegation of authority and consent.
