The Mayor shall have the power to set aside any executive or administrative action taken by a department, division, office, agency or Municipal enterprise Director or Manager. The Mayor may supersede any department, division, office, agency or Municipal enterprise Director or Manager in that position, except for those positions appointed by the City Council pursuant to the Charter, and the City Attorney.
