§ 70.04 IMPROPER TURN.
   (A)   The driver of any vehicle intending to turn at an intersection or private drive shall do so only as follows.
      (1)   When making a right turn, a driver shall make said turn approach only from the safest right-hand portion of the road, staying close to the right-hand curb or berm of the road.
      (2)   When making a left turn, a driver shall make said turn approach from the section of the right half of the roadway nearest to the centerline, and upon entering the road upon completion of the left-hand turn, the driver shall make certain that the vehicle remains to the right of the centerline.
      (3)   The driver of a vehicle shall obey markers or signs placed within or adjacent to intersections, and no driver shall make a turn other than as directed by said markers or signs.
   (B)   No driver of a vehicle shall turn the vehicle so as to make a U-turn near the crest of a grade where such vehicle cannot be seen by the driver of any other vehicle approaching from the other direction within 750 feet.
   (C)   All drivers, when turning from a two-way or a one-way road onto a one-way street, shall obey the general rules of right- and left-hand turns as indicated in division (A) above and on all roads divided by a centerline shall keep said vehicle to the right of the centerline immediately before and after negotiating the turn.

§ 70.05 YIELD SIGNS.
   The driver of a vehicle shall come to a full and complete stop at any yield sign if other traffic is present, and otherwise shall reduce speed, yielding the right-of-way to through traffic and observing all directions of traffic except when directed to proceed by a police officer or traffic-control device.

§ 70.06 NO-PASSING ZONES.
   The city is hereby authorized to designate those parts of the streets where overtaking and passing would be hazardous and may, by appropriate signs or marks on the street, designate no-passing zones which shall be obeyed by the driver of a vehicle.

§ 70.07 YIELDING RIGHT-OF-WAY.
   (A)   The driver of a vehicle shall stop or yield in obedience to a stop or yield sign or automatic signal as required by this Traffic Code. Where such sign or signal is erected at one or more entrances or intersections, although not part of a through street, the driver shall proceed cautiously, yielding at the entrance of a through street to vehicles not so obliged to stop, and may then proceed if safety permits.
   (B)   The driver of a vehicle shall not pull from a private drive onto a through street unless he or she can do so safely and without violating the right-of-way of those vehicles and drivers already upon said through street.

§ 70.08 ONE-WAY STREETS.
   The driver of a vehicle shall not disobey a sign designating one-way traffic.

§ 70.09 DISOBEYING TRAFFIC SIGNAL OR POLICE OFFICER.
   No driver of a vehicle shall disobey the instruction of any traffic-control device on or upon the streets of the city, or the direction of any police officer.

§ 70.10 LICENSE, SAFETY EQUIPMENT REGULATIONS.
   No person shall disobey the requirements of the State Motor Vehicle Law, being I.C. Title 9, as to proper safety equipment on a vehicle, nor shall any person drive a vehicle without being duly licensed to drive such vehicle. The driver of a vehicle shall at all times be able to display proper registration of said vehicle.

§ 70.11 VISUAL OBSTRUCTIONS OF VIEW OF VEHICLE TRAFFIC AT INTERSECTIONS.
   (A)   It shall be unlawful for any person, business or corporation who owns or occupies real estate to have a view block on said real estate.
   (B)   A VIEW BLOCK is defined as any sign, structure, parked vehicles, vegetation including trees or any other matter that obstructs the view of a driver of a vehicle stopped at an intersection of streets or alleys.
      (1)   A view block occupies the area from three and one-half feet to 12 feet above the grade of the street or alley.
      (2)   A view block occurs from the area from the sidewalk to the street or alley, and if no sidewalk, from an area of 20 feet from the edge of the street or alley.
   (C)   Traffic sign and signals, street signs and city signs are exempt from this section.
   (D)   If a person, business or corporation is determined to be in violation of this section by either a member of the Board of Works or the Chief of Police, he, she or it shall have ten days to abate the view block after receiving written notice from a member of the Board of Works or Police Chief to abate the view block.
   (E)   Nothing in this section will prevent the city in emergency situations where the health and safety of the citizens is in danger from taking preventative action without giving notice.
