§ 70.02 SPEED LIMIT GENERALLY.
   (A)   A speeding violation shall be construed by the City Court as that which is in excess of the posted speed limit and/or that which is in excess of what is reasonable and prudent under the conditions and having regard to the actual and potential hazards there existing at the time of the alleged violation.
   (B)   The driver of every vehicle shall drive at the appropriate reduced speed when approaching an intersection or crossing.
   (C)   Except when special hazards exist which require lower speed for compliance with division (A) above, the limits specified by the city shall be the lawful maximum speed, and no persons shall drive a vehicle on a street at a speed in excess of such maximum limits.
