§ 183.07 Appraisals
   No legislation authorizing the purchase or sale of real estate involving ten thousand dollars ($10,000.00) or more shall be adopted until an independent appraisal of the value of such real estate has been made and reported to Council. The Director of Law shall have the authority to secure such independent appraisals as may from time to time be required hereunder, without competitive bidding, and shall charge the cost thereof to the department for which such real estate is acquired or sold.
