Each appointing officer or authority shall see that every officer or employee appointed or subject to removal or suspension by him or her, and required to be bonded, shall give such required bond, effective at the time of appointment, or at the time when the requirement of such bond becomes effective. Any such appointing officer or authority who neglects or refuses to see that such bond is given shall be liable to the City for any loss which may accrue to the City by reason of the lack of such bond.
