§ 3126.13 Permits and Prior Approvals Required
   (a)   Flood Insurance Program. No permit for the excavation or fill of land shall be issued by the Director of Building and Housing until the applicant has obtained, in writing, the review and approval from the Director that the proposed new grading operations will be in accordance with FEMA requirements and flood plain management under Chapter 3167.
   (b)   No grading work shall be proposed for land delineated in the Flood Boundary and Floodway Map or the Flood Insurance Rate Map of the Flood Insurance Study unless compliance with the full provisions under Chapter 3167 has been achieved.
   (c)   Approval from the Commissioner of Environment is required for compliance with dust control and air quality requirements.
