(a) General. Excavation or fill field observation and testing of excavation or fill in the field shall be performed by a design professional or an approved special inspector. The design professional shall provide to the Director of Building and Housing a statement of special inspections defining all special inspections, testing and evaluations needed for the purposed work. Periodic Inspections shall be performed for the requirements established by the design professional.
(b) Summary Report. The special inspector shall be required to submit Inspection reports to the Director of Building and Housing at required increments and of sufficient content to document progress and conditions. Upon completion of the permitted work a final statement of compliance with the design documents shall be submitted prior to the finalization of the permit.
