Prior to the adoption, amendment or alteration of any rule or regulation, the Manager of Fair Housing and Consumer Affairs shall give at least fourteen (14) days’ notice of his or her intended action by publication in the City Record setting forth the date, time and place of a public hearing and the contents of the proposed rules or regulations to be acted upon.
