No person shall let, loan or rent, with or without hire, any boat, raft or vessel to any person under sixteen (16) years of age. However, any person may let, loan or rent any boat, raft or vessel to persons under sixteen (16) years of age, when accompanied in the use of such raft, boat or vessel, by a competent person to take charge of and manage the same.
