(a) The Director of Public Utilities is hereby authorized to make such further rules and regulations not in conflict with the foregoing rules and which he or she may deem necessary for carrying the aforementioned rules into effect and for the safe, economical management and protection of the Municipal Electric Power System.
(b) Such rules and regulations, when published in the City Record as required for ordinances after passage, shall have the same force and effect as ordinances of the City when not repugnant thereto or to the Constitution or laws of the State.
