§ 521.10 Underground Wiring Required in New Subdivisions
   In new subdivisions of ten (10) or more lots, all telephone, electric power and street lighting wires, conduits or cables to serve lots in such subdivision shall be constructed underground upon easements provided for the utilities, except that those wires, conduits or cables owned by or serving individual customers and located wholly on the customer’s property, need not be located upon easements. All underground wiring shall be constructed in accordance with standards and regulations promulgated by the Public Utilities Commission of Ohio.
   No such subdivision shall be approved by the Platting Commissioner nor shall any permit be issued by the Commissioner of Building for the construction of any building within a subdivision unless proper provision has been made to comply with the requirements of this section.
