The Director of Public Utilities is hereby authorized to enter into contracts with the State of Ohio to reimburse the State for the cost of betterments of Cleveland Public Power electric facilities constructed as part of State roadway improvement projects, provided that the cost of all of the betterments on a particular State roadway improvement project does not exceed one hundred thousand dollars ($100,000.00). This section shall be repealed and be of no further force and effect two (2) years after the effective date of this section.
