Wherever bearing material is loosened or disturbed by an inward and upward flow of water, the bearing values shall be reduced to the allowable bearing value of the loosened material, unless the loosened material is removed. Where the inward and upward flow of water is controlled by well points or by other method so that the bearing material is not disturbed or loosened, the full bearing value of the unloosened material may be assumed.
