(a) There is hereby established in the Office of the Mayor the Office of Budget and Management to be administered and controlled by an Executive Assistant to the Mayor, specifically appointed by the Mayor, to be the Director of this Office. The Director shall appoint, in accordance with the civil service provisions of the Charter, such assistants and clerical, stenographic and other employees as may be required for the performance of the duties of the Office, and shall be responsible for their supervision.
(b) It shall be his or her duty to conduct research into all phases of City government and make recommendations to the Mayor relating to its operation. In furtherance of this purpose he or she shall conduct a continual study of the structure of Municipal departments with respect to present and future needs, analyze budgetary requests and relate such requests to evolving community requirements, conduct a continuing analysis of departmental income and cost and correlate such income and the public need and do and perform such other services and duties as will assist the Mayor in the efficient and progressive operation of the City’s government.
