There shall be a seal of the Clerk of Council, which shall be in the custody of the Clerk and shall be used by him or her in all cases in which he or she is required to use a seal. The seal shall consist of a disc one and three-fourths (1-3/4) inches in diameter, upon which shall be the City banner, surrounded by a circle upon which shall appear the words “City of Cleveland, O.” “Clerk of Council.”
