The certified copies of public utility grants, renewals and extensions thereof and all transfers, mortgages and other documents affecting the title or use of public utilities, required to be filed with the City under provisions of Charter Section 187, shall be communicated to Council and be properly filed, recorded, indexed and preserved as public records by the City Clerk.
