All radiators, heating coils and uncovered pipes or returns used for heating that are near the floor or are so located as to permit combustible material, waste or dirt to come in contact with them shall be guarded with one-fourth (1/4) inch mesh galvanized steel wire cloth, twenty (20) U.S. gauge or approved equivalent. The tops of such enclosures shall be sloped so as to prevent their use as shelves.
