10-16-030 Hoisting cages.
   Every hoistway connecting any such underground work with the surface of the ground shall be equipped with a substantial cage for carrying persons. Each cage shall be safely constructed, shall be covered with heavy steel plate covers to protect the persons riding thereon from falling objects, and shall be equipped with adequate safety devices.
   No more than one person shall be carried on each cage for each two square feet of floor surface.
