Every such telegraph company shall, on the first day of January in each year hereafter, file with the city comptroller an itemized statement showing the number and location of all its poles, wires, cables, conduits and such other appliances used in the electrical and physical dispatch of telegraph messages, and of the fees due to the city therefor, as fixed by the classification and rate of fees provided for in Section 4-352-040 of this chapter.
