For such underground wires, cables, conduits and appliances used in the electrical or physical dispatch of telegraph messages, such companies shall pay annually $0.028 per lineal foot, whether in main lines or laterals, traversed underground by any single duct containing wire, cable or other appliances, and the amount of the fee to be paid for any such conduit shall be obtained by multiplying the number of ducts in such conduit by the preceding fee for a single duct, and in addition thereto, $0.004 per lineal foot for wire or cable placed underground but not contained in a duct or conduit, and for all other appliances or instrumentalities the fee shall be the same as that charged for a single duct. When such telegraph company shall be using by lawful authority the conduits of any utility now or hereafter possessing the right or authority to rent or lease space in its conduits, such telegraph company, so using space, shall comply with all the provisions of this section and shall pay an annual fee of one-half of the above underground rates for space so used.
