2-84-400 Efficiency rating system.
   It shall be the duty of the board to maintain a system for the ascertaining and recording of individual efficiency of each member of the police department. Such system shall be as nearly automatic as possible and its application shall be uniform throughout the department.
   The efficiency reports respecting the appointees in the classified service of the department shall be submitted to the civil service commission not later than two weeks following the thirty-first of December of each year.
