The superintendent of police may appoint as special policemen, persons of suitable character, who are in the employment of the city in the capacity of harbor police or bridge tenders, but such persons so appointed shall receive no additional pay for their services as such special policemen. Such policemen shall possess the same powers as the regular police patrolmen only when within the scope of their constituted duties it becomes necessary for them to act as special policemen. They shall be subject to all the rules and regulations governing the police department.
