The superintendent of police or his designee is authorized to establish and administer a program to encourage members of the public to turn-in guns, replica weapons and other items deemed by the superintendent to be detrimental to public safety (for purposes of this section, "weapons"). Such authorization includes the power to set dates for turn-in events, solicit donations, execute agreements, dispose of turned-in weapons, and take such other actions deemed necessary to successful administration of weapon turn-in events.
