The Superintendent of Police shall be the chief executive officer of the Police Department. The Superintendent shall be appointed by the Mayor pursuant to the process set forth in Section 2-80-080, and with the advice and consent of the City Council, and shall serve at the pleasure of the Mayor. The Superintendent shall be responsible for the general management and control of the Police Department and shall have full and complete authority to administer the Department, except for those matters under the jurisdiction of the Office of Public Safety Administration, in a manner consistent with the ordinances of the City, the laws of the state, and the rules and regulations of the Police Board.
