Under the provisions of the City Charter, the Manager may prescribe general rules and regulations as he or she may deem necessary, desirable or expedient for the general conduct of the various departments of the City. Each department head shall, in like manner, prescribe such rules and regulations that he or she may deem necessary, desirable or expedient for the proper conduct of his or her department, but not inconsistent with the rules and regulations prescribed by the Manager.

The Manager may, at his or her discretion and in accordance with the provisions of the City Personnel Rules and Regulations, temporarily transfer employees from one department to another department in order to expedite the work of a department or to meet increased demands of a seasonal or periodic nature which may occur within a department. The Manager may, at his or her discretion, direct the transfer of work from one department to another, but may not transfer any function of one department to another unless such transfer is approved by Council and provided for under the City Charter.
