   (a)   Subject to subsection (b) of this section, the County Commissioners may build, lease, purchase, or otherwise establish and operate public markets in the County.
   (b)   (1)   The County may not establish a market within the boundaries of any municipal corporation in the County.
      (2)   If a market established by the County is operating on land that is subsequently annexed by a municipal corporation, the County may continue to operate the market.
   (c)   The County Commissioners may adopt regulations to carry out this section.
3-113. Right to farm.

   (a)   Subject to subsection (b) of this section, the County Commissioners may adopt ordinances or regulations, or take any other action that the County Commissioners consider necessary, to protect a person’s right to farm or to engage in agricultural operations.
   (b)   Before adopting ordinances or regulations or taking other action under this section, the County Commissioners shall hold a public hearing and shall provide notice of the hearing in accordance with the procedures in Article 25, § 3(r) of the Annotated Code of Maryland.

The County Commissioners of Carroll County are authorized to levy annually a sum that is reasonable or necessary for the use and benefit of the Historical Society of Carroll County, Maryland, Inc.
