(a) Applicability. Accessory parking and loading spaces, open or enclosed, on-street or off-street, shall be provided for all uses within the Target Investment Zones for the purpose of providing safe and convenient access to buildings and land uses within the zones. Parking for existing uses and structures (residential or commercial) shall comply with Chapter 1184. Parking for existing or new single, two, three, and up to six unit residential dwellings shall be provided on-site and comply with the requirements of Chapter 1184. Parking for mixed-use, multi-family, townhouse, and commercial uses can satisfy the required parking provisions of Section 1184.02(c) through the utilization of on-site, off-site, on-street parking, or any combination of the three, provided a parking demand and management study is conducted, submitted, and approved as part of the General Development Plan and Site Plan application process. However, any on-site parking facilities shall comply with Chapter 1184. The Commission (and Council), may approve more or less parking than is required by Chapter 1184 as a result of the findings and recommendations contained in the Parking Demand and Management Study, provided such an approval would not adversely impact public health, safety, and welfare.
(b) Area Counted as Parking Space. A parking space may be any open or enclosed area, including any public or private garage or parking facility, carport, driveway, private street or other area available for parking. No on-street parking on any public street can be allocated to the required parking for private developments unless approved by the Commission through the General Development Plan process as described in Chapter 1173 in these Regulations.
(c) Location of Required Accessory Parking Facilities. Required accessory parking facilities within the Target Investment Zones shall be provided within 1000 feet of the site in which they are accessory to.
(d) Dimensional Requirements for all Parking Spaces and Access Aisles. All parking spaces and associated access aisles shall be sized and designed to ensure safe and convenient use.
(e) Required Parking Spaces within the Target Investment Zones. The amount of parking required to be provided shall be based upon the analysis of the Parking Demand and Management Study conducted for each proposed development and submitted as part of the General Development Plan application. The Commission (or Council) may require additional or less parking than what is required for each individual use as a result of the findings and recommendations contained within the Parking Demand and Management Study and provided that such an approval would not adversely impact or will better serve the public health, safety, and welfare.
(f) Access Drive Width. Safe and convenient access to and from a street shall be provided subject to approval of the Canton City Engineer's office and/or State of Ohio Department of Transportation. The width of access driveways shall be consistent with the nature and location of the proposed land use. The City Engineer will sign off on all proposed access drive widths and designs to ensure that no traffic safety problems are anticipated.
(g) Drainage and Surfacing. All open parking areas shall be properly drained and all such areas shall be provided with a dustless surface.
(h) Accessible Parking Spaces.
(1) All proposed commercial, governmental and multi-family residential land uses shall provide accessible parking spaces for handicapped individuals that are compliant with federal and state law. Wherever feasible, the parking spaces located closest to a primary entrance shall be designated as accessible parking spaces.
(2) Appropriate access ways to and from the adjacent primary entrance shall be provided in association with all accessible parking spaces. All accessible parking spaces shall be clearly designated with signs situated approximately five feet above grade and, wherever possible, with pavement markings. The required cross hatch area shall be located on the right hand side of each accessible space.
(i) Fire Lanes. All parking areas shall conform to the applicable requirements of the Canton Fire Marshal regarding adequate fire lanes and emergency vehicle access.
(k) Loading. All loading areas shall be adequately sized and located to serve the applicable land uses. Loading areas may be located on street or off street and shall have appropriate signage. On street loading areas shall be designed in such a way as not to interfere with or obstruct the flow of traffic.
