1184.02 OFF-STREET PARKING.
   (a)   General Requirements for All Parking Areas. All off-street parking areas shall comply with the following requirements:
      (1)   Parking space dimensions. A parking space shall have minimum rectangular dimensions of not less than nine (9) feet in width and eighteen (18) feet in length for ninety (90°) and sixty degrees (60°) parking; ten (10) feet in width and twenty (20) feet in length for forty-five degrees (45°) parking. Handicap accessible spaces shall be twelve (12) feet in width. All parking space dimensions shall be exclusive of driveways, aisles and other circulation areas in conformance with this section. (See Illustration #9)

      (2)   Off-street parking areas shall be located on the same property as the use they are intended to serve except for existing structures located in the B-5 Central Business District. For existing structures located within the B-5 Central Business District, when the site, structure or renovation is unable to provide the required number of parking spaces, the owner or his authorized agent may apply to the Board of Zoning Appeals (BZA) to approve the relocation of the required number of permanent spaces within a four block radius of the particular property and/or to reduce the number of required parking spaces. This shall be evidenced by a written agreement approved by the Chief Building Official (CBO) as to terms, conditions and parties prior to application being made to the BZA. Additionally, it shall be the responsibility of the owner/tenant of said structure, to notify the CBO by certified mail not less than ninety days before the expiration of the written agreement, whereupon said owner/tenant shall reapply to the BZA for approval of the subsequent agreement.
      (3)   Off-street parking spaces shall be at least five (5) feet away from a street or alley right of way.
      (4)   Wheel blocks shall be installed in parking spaces which extend to the property line.
      (5)   Parking areas shall be designed in a manner that will not require a vehicle to back onto a public right of way.
      (6)   When a building is altered or repaired at a cost exceeding fifty percent (50%) of its appraised value, its parking area shall be brought into compliance with the requirements of this section.
   (b)   Parking Areas for Five or More Vehicles. In addition to complying with subsection (a) hereof, parking areas for five (5) or more vehicles shall also comply with the following:
      (1)   Surfacing shall be of asphaltic or Portland cement binder or its equal.
      (2)   Parking spaces shall be striped with a minimum four (4) inch wide line. Aisles and driveways shall have directional arrows as specified by the City Traffic Engineer.
      (3)   One handicap-accessible space (12' x 18') shall be provided for every twenty-five required spaces up to 100 spaces, one additional handicap-accessible space (12' x 18') for every fifty spaces from 101 to 200 space, and one handicap-accessible space (12' x 18') for every 100 spaces over 201 spaces. One handicap-accessible space for every six handicap-accessible spaces shall be Van Accessible with an adjacent eight-foot-wide aisle. Handicap parking spaces shall be painted solid blue with a handicap logo and meet all other regulations as established by the Americans with Disabilities Act of 1990 (ADA) and the City's Traffic Engineer.
      (4)   No parking space shall be closer than four (4) feet to a property line that abuts or is in a residential area.
      (5)   All sides of a parking area shall have a green landscaped area consisting of grass or other living ground cover a minimum of four feet wide. In addition, on those sides that are adjacent to, directly across the street from or located in a R-District, landscaping within such four-foot green area shall also include hedges, shrubbery, and/or trees not less than three feet in height and of sufficient density to provide a visual screening effect.
      (6)   Approval by the City's Site Plan Review Committee.
   (c)   Parking Space Requirements. For the purpose of this Zoning Ordinance, the following parking space requirements shall apply:

   (d)   Bicycle Parking. The requirements for bicycle parking are established for the purpose of ensuring adequate and safe facilities to accommodate bicycle parking and to encourage use of bicycles for travel as an alternative to use of automobiles:
      (1)   Bicycle parking facilities shall be provided in every new automobile parking lot or garage, and for every expansion of an automobile parking lot or garage when the expansion includes the provision of ten (10) or more additional automobile parking spaces.
      (2)   Unless otherwise expressly stated, bicycle parking spaces shall be provided at a rate of one (1) bicycle parking space for each twenty (20) automobile spaces provided. No automobile parking lot or garage shall be required to provide more than twenty- four (24) bicycle parking spaces. When the number of required automobile parking spaces for a new or expanded use is reduced by means of a zoning variance, the number of required bicycle spaces shall be calculated on the basis of the number of automobile parking spaces required had the variance not been granted, unless a variance also is granted to reduce the number of required bicycle parking spaces.
      (3)   The total number of required automobile off-street parking spaces required under this Zoning Code shall be reduced at the ratio of one (1) automobile off-street parking space for each six (6) bicycle spaces provided. The total number of required automobile off-street parking spaces, however, shall not be reduced by more than five percent (5%) for any parking lot or garage.
      (4)   Bicycle Parking Space Size. Required bicycle parking spaces for nonresidential uses must have minimum dimensions of two (2) feet in width by six (6) feet in length.
      (5)   Required bicycle parking spaces shall be located at least as close to the entrance of the building as the nearest non- handicapped automobile parking space. Where automobile parking is provided in an enclosed area, bicycle parking shall be provided within the enclosure or in such a way as to provide comparable protection from the elements. Bicycle parking spaces shall be located on the property of the use that it serves unless it is determined by either the Director of Building and Housing or the Director of City Planning that a location on another property or in the public right-of way represents the only feasible means of meeting the requirement for bicycle parking spaces. A location in the public right-of-way shall be permitted only if such location meets all requirements for issuance of an Encroachment Permit.
      (6)   Each required bicycle parking space shall be equipped with a bicycle rack or "bicycle locker," as defined in this section. Bicycle racks and lockers must be securely anchored to the ground or a building. Bicycle racks must provide a stable frame to which the bicycle may be conveniently secured, such as the Inverted-U, post and loop, or another type of rack that meets these standards. Bicycle racks that support the wheel but not the frame of the bike may not be used to fulfill a bicycle parking requirement. In parking lots and parking garages, physical barriers, such as posts or bollards, shall be provided so as to prevent a motor vehicle from striking a parked bicycle. Neither bicycle racks nor bicycle lockers are required for bicycle parking associated with residential uses. Required bicycle parking for residential uses may be provided in garages, storage rooms, or any other resident-accessible, secure areas.
      (7)   No bicycle parking shall be required for single-family residences, two (2) family residences, townhouses, funeral parlors, automobile repair or body shops, gas stations, car washes, or motor vehicle sales lots.
      (8)   In the Central Business District, regardless of exemptions for automobile parking, if automobile parking is provided, then bicycle parking facilities shall be provided as required in this section.
      (9)   As used in this section, "bike locker" means a locker or storage space large enough to house a single bicycle and which may be secured and accessed by a single user.
