1341.02 ERECTIONS WITHIN FIRE LIMITS.
   No person shall erect or construct any building or addition to any building within the "fire limits" unless the following conditions are complied with: Except as hereinafter provided, the walls shall be constructed of iron, steel, brick, stone, reinforced concrete or a cement mixture commonly known as stucco, laid entirely upon a backing of brick, tile, metal lath or other approved noncombustible material. The roof deck shall be constructed of masonry, reinforced concrete, burnt clay tile, gypsum, terra cotta or other approved fire-proof materials, or of heavy wood sufficiently strong to safely bear the load, all to be supported upon steel, reinforced concrete, masonry, or heavy timber trusses, girders, beams or supports of sufficient strength to bear the load.
   Finished roof covering shall be of tar and gravel, asbestos, tile, concrete, cement, metal, slate or other approved noncombustible material. Buildings not more than ten feet in height from the ground to the highest point of roof may be built of wood which shall be covered on both roof and walls with metal or other approved noncombustible material which may be laid upon a wood backing. No building shall be erected in such a manner as to endanger the safety of the foundations or superstructure of an adjoining building.
   The removal of any building contemplated herein from any place without the territory described in Section 1341.01 to any place within the territory shall be held to be the erection of such building within such territory.
