(a) The analyses of all wastes as required for the administration and enforcement of this chapter shall be as set forth in Section 943.23.
(b) Determination of the character and concentration of the industrial wastes shall be made by a qualified person or testing laboratory.
(c) If the City is required to perform extraordinary testing, the user whose wastes are being tested shall promptly reimburse the City for all costs associated with the collection of the samples and/or testing according to the fee schedule in effect at that time.
