All industrial users shall promptly notify the City as Control Authority in advance of any anticipated change in the volume or character of pollutants in their discharge to the POTW, including the listed or characteristic hazardous wastes for which the industrial user has heretofore been required to submit initial notification under the provisions of 40 CFR 403.12(p). Such notice shall specify in detail the estimated qualitative and quantitative nature of the proposed change.
