943.15 LIMITATIONS ON WASTEWATER STRENGTH.
   (a)   The National Categorical Pretreatment Standards as promulgated by the U.S. EPA pursuant to the Act are hereby adopted and incorporated herein by reference and shall be met by all users of the City's sewage treatment system. (Copies of the Standards shall be available at the Water Reclamation Facility.) The only exception to this requirement is when the City, upon application for removal credits, receives a modification to the Categorical Pretreatment Standards as provided for under the Act. All new sources shall be required to install and have in operating condition and shall start up all pollution control equipment required to meet applicable pretreatment standards before beginning discharge; and, within the shortest feasible time, not to exceed ninety days, new sources shall meet all applicable pretreatment standards. Notwithstanding the foregoing, all other provisions of this chapter including, in particular, provisions pertaining to "interference" and "pass through" shall remain applicable during the start-up period.
 
   (b)   State requirements and limitations on discharges to the Sewage Treatment System shall be met by all users which are subject to such standards in any instance in which they are more stringent than federal requirements and limitations or those in this chapter or any other applicable chapter or ordinance.
 
   (c)   The City as control authority shall develop and adopt by amendment of this chapter or by regulation of the Service Director and/or Superintendent additional local requirements and limitations with respect to discharges to the sewage treatment system where deemed necessary to comply with the objectives set forth in Section 943.12 and/or to enable the City to comply with the limits of its NPDES permit. Such local limits shall be complied with by all users which are subject to such standards in all instances when the local requirements are more stringent than Federal or State limitations or requirements.
 
   (d)   No user shall increase the use of potable or process water in any way, for the purpose of diluting a discharge as a partial or complete substitute for adequate treatment to achieve compliance with the standards set forth in this chapter.
 
   (e)   No user shall discharge wastes or concentrations of waste which are prohibited or in excess of limits set forth in their respective permit.
 
   (f)   The City as Control Authority may from time to time, in accordance with the provisions of 40 CFR Section 403.6(C)(2) and/or 40 CFR Section 403.6(C)(5), by methods of calculation approved by the U.S. EPA, convert Federal Categorical Pretreatment Standards which are stated only in terms of mass of pollutant per unit of production to equivalent mass per day and/or concentration units. When such equivalent limits are developed and established by the City, they shall be deemed to be pretreatment standards which industrial users shall be required to comply with in lieu of the federally promulgated standards.
