(a) The connection of the building sewer into the public sanitary sewer shall be made by a "Y" branch, if such branch is available at a suitable location. The City Engineer shall give such information as the City may possess relative to the location of the junction, depth of sewer, etc., on the application, and all reasonable care shall be taken to insure the correctness of such information; but the City shall not be liable for any errors arising therefrom. If the public sanitary sewer is twelve inches in diameter or less, and no properly located "Y" branch is available, the owner shall, at his expense, install a "Y" branch in the public sanitary sewer at the location specified by the City Engineer. Where the public sanitary sewer is greater than twelve inches in diameter, and no properly located "Y" branch is available, a neat hole may be cut into the public sanitary sewer to receive the building sewer, with entry in the downstream direction at an angle of about forty-five degrees. A forty-five degree ell may be used to make such connection, with the spigot end cut so as not to extend past the inner surface of the public sanitary sewer. A smooth, neat joint shall be made, and the connection made secure and watertight by encasement in concrete. Special fittings may be used for the connection only when approved by the City Engineer.
(b) The applicant for the building sewer permit shall notify the City Engineer when the building sewer is ready for inspection and connection to the public sanitary sewer. The connection shall be made under the supervision of the City Engineer or his representative.
(c) Pipes or other fixtures shall not be covered or concealed from view until after the work has been examined by the City Engineer, who shall be notified when the work is sufficiently advanced for inspection. Any house drain or sewer put in and covered without due notice to the City Engineer must be uncovered for inspection at the direction of the City Engineer.
