SECTION 3.10. COUNCIL RULES.
   The Council shall adopt its own rules, regulations and bylaws, but such rules, regulations and bylaws shall not be in conflict with this Charter. The rules, regulations and bylaws of the Council shall remain in effect until amended, changed or repealed by the Council. Council rules, regulations and bylaws may be adopted, amended, changed or repealed by a majority vote of the members of the Council, need not be published, shall go into immediate effect unless a later date is specified, and shall not be subject to veto by the Mayor or subject to initiative and referendum. The rules, regulations and bylaws of the Council shall provide: for the number, composition and manner of appointment of committees of the Council; the conduct and government of the meetings of the Council; and such other matters as the Council shall determine to be necessary for the proper functioning and government of the Council.
